A Certificate of Destination or “Attestation de Destination”, in French,
accompanies the shipment from the port of transit or of Regional origin
to the DRC by Road or Rail. It also covers shipments which are
originated from any Country of the African Continent and transported to
the DRC by road or rail.
There are TWO types of CERTIFICATE OF DESTINATION:
- The first one links the ocean freight part of the freight
movement and the subsequent road or railway movement of the same
shipment – CONTINUANCE.
- The second type covers shipments originating from the African Region – REGIONAL.
With effect from 11th April 2011, the FERI and the Certificate of
Destination are required by Congolese Customs for the clearance of any
commercial goods entering the DRC.
In terms of, the Inter-Ministerial Decree No 008/CAB/VPM/MIN/TC/2019
it makes compulsory the subscription of these Certificates for all goods
destined to the DRC.
1. CERTIFICATE OF DESTINATION (CONTINUANCE) - FROM SEA TO ROAD/RAIL
The Certificate of Destination (Continuance) must be applied for by the
responsible Exporter/Importer or the appointed Agent/Freight
Forwarder/Transporter at the port of disembarkation transit.
NB: If the consignment arrives at the ocean port of discharge/transit
without a FERI Certificate, the FERI Certificate must then be applied
for, verified and issued before the Certificate of Destination can then
be applied for and issued. Failure to subscribe to the Certificate of
Destination prior to arrival at the DRC port of entry will require the
responsible exporter/freight conveyer to have to then apply for the
required Certificate and incur penalties and could delay the consignment
from clearance into the DRC.

2. CERTIFICATE OF DESTINATION (REGIONAL) - FROM AFRICA REGION BY ROAD/RAIL
This Certificate must wherever possible be applied for and issued prior
to the export dispatch Customs Clearance of the shipment/consignment.
Failure to subscribe to the Certificate of Destination prior to
arrival at the DRC port of entry will require the responsible
exporter/freight conveyer to have to then apply for the required
Certificate and incur penalties and delay the consignment from clearance
into the DRC.
